Stamp duty and registration are charged on the agreement value or the state's circle / ready-reckoner rate, whichever is higher. If the rate for that locality is above the price you negotiate, your duty is calculated on the higher figure and the number above will fall short.
Rates vary by state and city, and some states give women buyers a concession — confirm the current figures with your sub-registrar.
GST applies to the base price of an under-construction flat, not to stamp duty or registration.
1% TDS applies where the value crosses ₹50 lakh, but it is deducted from what you pay the seller — it doesn't add to your outflow, so it isn't counted here.
